Man was a head chef, had just lost a friend, described by Al Jazeera as a mentally ill Ugandan refugee. Girlfriend called police to say he was acting erratically wandering around the street. Witnesses say he had his hands up, but police shot and killed him after he made a threatening shooting stance with what was later revealed to be an electronic cigarette, it became another case of demanding justice for an unarmed black man who was shot after he put his arms up.

The shooting of Alfred Olango, a 38-year-old Ugandan national, occurred in El Cajon, California, United States on September 27, 2016. Olango was allegedly pointing an e-cigarette in a shooting stance in front of El Cajon Police officers, and was shot several times and died later that day in a hospital. The shooting sparked protests in San Diego County.[1]

Olango's sister reported to police that Alfred Olango was acting erratically in the home. He was confronted outside his apartment complex, and pointed a three-inch long vape pen towards police. He was Tasered by an officer, and shot several times by another officer. The El Cajon Police Department says the officers involved were confronted by Olango, who refused to comply with instructions to remove a hand from his pocket, paced back and forth, then drew an object from the pocket, placed both hands together and advanced towards them in a "shooting stance".[4]

Footage of Olango's shooting was released by the El Cajon Police Department was released on September 30. There have been two videos of the shooting that were recorded and released to the public, one from a bystander inside a Mexican restaurant and the other from the restaurant's drive-thru surveillance camera.[5]
