01/17/2018 Tnuza Jamal Hassan St. Catherine University Arsonist    Former student Tnuza Jamal Hassan, a muslim woman from Ethiopia was arrested after being seen on security video setting as many as eight fires at the private Catholic St. Catherine University campus in St. Paul Minnesota and told authorities she intended to burn down the campus and hurt people in retaliation for  U.S. military destroying schools in muslim Iraq and Afghanistan . She was previously known to the FBI which interviewed her after March 2017 when she sent a letter urging students to "join the jihad" and join al-Qaida, the Taliban or al-Shabab. On Sept 19, 2017 Hassan attempted to travel to "to join and support al Qaida and ISIS but lacked a visa to get beyond Dubai. By Feb.  2018 Hassan faced  federal terroriswm charges, including attempting to provide material support to a designated foreign terrorist organization, and federal prosecutors supported detention because Hassan presented a danger to the community after she attempted to leave the country to join al-Qaida. She could spend up to 48 years in prison for those federal charges alone.

 Former student Tnuza Jamal Hassan was arrested after being seen on security video setting as many aseight fires at the private Catholic St. Catherine University campus. Hasan had withdrawn because of a family vacation to her home country Ethiopia, but apparently visited just to start fires in retaliation for  U.S. military destroying schools in Iraq and  Afghanistan.  On Sept 19, 2017 Hassan attempted to travel to Kabul, Afghanistan, "to join and support al Qaida and the ISIS or 'Islamic Resistance'"but lacked a visa to get beyond Dubai .When she was identified and arrested she told police she wanted the school to burn to the ground and that her intent was to hurt people.  She also told police and fire investigators, “You guys are lucky that I don’t know how to build a bomb because I would have done that.”  Since nobody cares if they get hurt, she  wrote a letter to her roommates about “bringing back the Caliphate,” an Islamic state. The letter scared Hassan’s roommates, who turned it over to campus security.  By February, she faced one federal terrorism account. (1)

Local media declined to use the term "terrorist" but Jihad Watch questioned if she had been a radicalized muslim. Later it was discovered that in Sept. 19, 2017: Hassan attempted to travel to Kabul, Afghanistan, "to join and support al Qaida and the 'Islamic Resistance,'" reaching Dubai in that effort, but was prevented from traveling further because she lacked a visa.  Hassan's family filed a missing persons report with authorities following her departure. In  Dec. 29, 2017: Hassan again attempted to leave the United States with her mother with tickets to Ethiopia, On  Jan. 8, 2018 Hassan reportedly ran away from her mother's home and stayed on the University of St. Catherine's campus. On Jan. 23, 2018 the FBI began investigating, and on Feb. 7, 2018 Hassan faces federal terroriswm charges, including attempting to provide material support to a designated foreign terrorist organization. On  Feb. 9, 2018: Federal Prosecutors file a memorandum in support of detention arguing for Hassan presenting a danger to the community and therefore should remain in custody pending trial and a memorandum revealed whe twice attempted to leave the country to join al-Qaida,   If she is found guilty, she could spend up to 48 years in prison for those federal charges alone.

After the FBI gained access to Hassan's phone, they allegedly located terrorist propaganda that "encourages individuals to conduct unlawful acts of violence." Investigators also say they located blueprints and schematics of two building on St. Kate's campus." on her phone.  They also found a document that contained "worrisome phrases" including backpack, pressure cooker, metal shards, nails and cellphone. 

The FBI seized a package allegedly sent from Malaysia to an apartment Hassan shared with her mother. An apartment manager contacted federal agents after finding the parcel, which was received shortly after Hassan's arrest became public with return address from Imran N. Hosein, a sheikh allegedly described by Hassan as one of the main "sources of information for the development of her religious beliefs." Hosein's discussion of the Taliban and al-Qaida "contributed meaningfully" to her desire to join the terror group. Hosein's name also appeared "frequently" in the web search history of a laptop Hassan abandoned in September 2017 (2) Hosein was born in Trinidad and lived in the United States and then in Pakistan, he now lives and works in Kuala Lumpur in the majority Muslim nation of Malaysia. Tnuza Jamal Hassan is a young former student at St. Catherines University, in St. Paul, Minnesota, who is accused of setting a series of eight fires there, on the morning of January 17, 2018.[1][2][3][4][5] The fires were set over the course of several hours. No one was hurt, but one of the fires was set in a building that included a daycare center, and 33 children were evacuated.[6]

Prior to the arson incident

Hassan was born in the United States.[7]
She started attending St Catherine University, a small prestigious Roman Catholic University in her home town of Minneapolis, Minnesota, in the fall of 2016.[7]
In March 2017 Hassan gave a letter to three fellow students, encouraging them to engage in Jihad.[7] The letter alarmed the receipients, who took the letter to campus security. Campus security forwarded her letter to Federal Bureau of Investigation.
In September 2017 Hassan tried to travel to Afghanistan.[7] Hassan tried to get to Afghanistan by traveling to a nearby country, and only then trying to get to Afghanistan. But authorities in Dubai detained her, on September 19, and returned her to the United States, because she lacked a visa.
The FBI interviewed Hassan on September 22.
Hassan and her mother, tried to leave the United States again, in December, ostensibly to travel to Ethiopia.[8]
While a student, Hassan had drafted and delivered a letter that is said to have espoused disturbingly radical muslim beliefs.[6][9] The Police say she described how her letter frightened her roommates, who forwarded it to campus security.[10] In February the Federal Bureau of Investigation acknowledged that they had interviewed Hassan about the letter in September, 2017.[11][12]
The FBI stated that Hassan denied any knowledge of the letter, which called for recepients to join Al Qaeda, the Taliban or Al Shabaab.[11][12][13]
Hassan had left home approximately ten days prior to the incident, and her mother and older sister say they didn't know where she was. Commentators asked why the FBI hadn't been aware of this unusual behavior, and raised an alarm, at this point. Authorities speculate that Hassan had been finding places to sleep on the campus of her former University during the period between leaving home and the arson incident.

Arson incident

Investigators would eventually conclude that Hassan had run away from home, around January 10, 2018, and was clandestinely living on campus, even though she was no longer a student at the University. On January 18, 2018, over the course of several hours, multiple fires were started on campus. The fires caused no injuries.[14] The fires were lightly reported until local crime reporters reading the charging documents realized that prosecutors were making a connection to terrorism.
Ramsay County Prosecutor Margaret Galvin described the charges Hassan faced in local courts, the most serious of which was first degree Arson.[9][15] According to newspaper accounts of the charging documents she said that after viewing the destruction of schools in Iraq and Syria, that she attributed to American military bombardment, she thought she should destroy schools in America.[6][16][17] The charging documents describe Hassan telling interrogators that she had hoped to burn the campus to the ground, and that it was fortunate for the University that she did not know how to build bombs, that she would have used bombs, if she had known how to construct them.
Galvin told reporters that law enforcement officials were looking into whether Hassan had an "international connection".[18]By January 2018 Hassan faced Federal charges.[19][8]
Ted Vezner, of the St Paul's Pioneer Press, reported trying and failing to get Federal law enforcement officials to go on record as to whether Hassan would face Federal charges.[9] She remains in custody. Bail was set at $100,000.[20] Her next hearing is set for February 28, 2019.[21]
ReBecca Koenig Roloff, the University's President, thanked law enforcement officials, and assured other muslims that the University recognized this was an "isolated incident", that should not trigger caution against other muslims.[22]
On February 7, 2018, Federal Prosecutors laid three charges against Hassan: Material Support for Terrorism; Arson; and lying to Law Enforcement officials.[11][12] Following the indictment the University's administration issued a statement informing the campus community that they had been cooperating with law enforcement officials in their investigation of the letter, but, at their request, they had kept the existence of the letter a secret.[23] Hassan pled not guilty.[24]
A February filing by law enforcement authorities revealed that they were investigating whether Hassan had left her family home a week or more prior to the arson incident, and had been hiding on the campus.[25] The University announced that the reports had triggered it to arrange for an independent third party to conduct an audit of the University's safety procedures.[26][27]
On February 17, 2018, CBS News quoted Jeffrey Ringel, a counter-terrorism expert formerly with the FBI, and currently with the Soufan Group.[7] He noted that, when Hassan had attempted to travel to Afghanistan, in September 2017, the FBI had stopped her, interrupted her journey, interviewed her. He noted she willingly confessed to planning to marry a warrior, and said she would become a suicide bomber. He stated, that, in his opinion, this confession should have been sufficient to lay charges against her then. He said he couldn't explain why she had been set free. The Ledger quoted Ron Hosko, another former FBI agent, who reminded the public that the extent of the FBI monitoring had not been made public.[28] The Ledgerquoted Stephen Vladeck, a law professor specializing in Constitutional law and counter-terrorism issues, who pointed out law enforcement officials can't monitor every threat: “This is a circle that can’t be squared. We are never going to keep tabs on every single person who might one day pose a threat.”
On April 5, 2018, KSTP reported that after Hassan's lawyer had requested she be given house arrest.[29][30] On April 12, Federal prosecutors cited an FBI analysis of documents found on her cell phone, that stated it contained "Files of Concern".[31]

Competency

Hassan's attorney's had called for a competency hearing, to determine whether she was fit to stand trial.[32] On November 2, 2018, forensic psychologist Cynthia Low testified that, following five hours of examination of Hassan, testified she found her "open and honest", and concluded she had an average ability to understand the charges against her, and participate in her defense.[33][34]
Steven Rau, a Magistrate Judge, deferred ruling on the advice offered during the hearing.[32][33][34]
In her testimony Low referred to symptoms Hassan manifested, between April and June 2018.[32] Hassan's attorney Robert Sicoli declined to elaborate over those symptoms.

  2. "Arson Attack" is descriptive, not part of a proper name, and should thus not be capitalized

When I left some questions, on their talk page, about their policy interpretations, they called my questions "badgering".         I explained that domestic terrorists, in the USA, are very rare. I compared US domestic terrorist to plain ordinary garden variety murderers. We never cover plain ordinary murderers. We cover a small number of murderers who are in some way exceptional. Ordinary murdeers are adequately covererd in our articles on murder, domestic violence, firearms, etc., because they are so similar.

    • Ms Hassan may or may not be having a mental health incident.
      Yes, the incident caused no actual casualties, and caused little physical damage. But, she appears to have waived her right to protect herself from self-incrimination, and willing made some damaging confessions. Anyone who actually read the article, or did their own google search and took even a minute looking at the articles covering her, will have seen she told investigators that she had hoped to burn the University to the ground, and cause extensive casualties.
      I suggest it is not her actual result that matters, but rather her intent. Many mass killers could also be described as young people who appeared to be having some kind of breakdown. Their youth or possible mental health issues do not keep them from being notable.

      • I have read both our article and the sources used for it. I am aware of what she is alleged to have told investigators. She set eight small fires. "All but one of the fires were in trash cans," according to this report. Her actions and words do not align. At this point it is not known where Hassan was born or if she is a US citizen, yet she is being described here as "a domestic terrorist". I just had to go strip out article claims that there was a list of charges of which arson was the worst (source only said one charge of arson); that she was still in custody (source, a Monday article, only said that she was in custody on Friday night); and that she would have her next hearing next year (reality: next month.) The net effect of demonizing her with false information is of real concern. March 2017:  attempted to recruit two female classmates to join al-Qaida or other organizations, according to a memorandum. She initially denied, but later admitted to, authoring a recruitment letter. (KSTP) "Why would you live under a manmade law over the law of Allah," Hassan wrote in the recruitment letter, which prosecutors say she admitted to writing after initially lying to the FBI agents about who wrote the letter or who delivered it to the students.

Sept 2017 Hassan had been questioned by the FBI several months before the alleged arson.  In September, FBI agents interviewed her about whether she authored and delivered a letter to two fellow students at St. Catherine in March 2017. Prosecutors allege the letter sought to encourage fellow students to "join the jihad in fighting" and to join al-Qaida, the Taliban or al-Shabab. mpr

Sept. 19, 2017: Hassan attempted to travel to Kabul, Afghanistan, "to join and support al Qaida and the 'Islamic Resistance,'" according to a memorandum. When she allegedly carried out the arson, she was apparently hiding from her family at the school.

Hassan had been questioned by the FBI several months before the alleged arson.

In September, FBI agents interviewed her about whether she authored and delivered a letter to two fellow students at St. Catherine in March 2017. Prosecutors allege the letter sought to encourage fellow students to "join the jihad in fighting" and to join al-Qaida, the Taliban or al-Shabab.

"Why would you live under a manmade law over the law of Allah," Hassan wrote in the recruitment letter, which prosecutors say she admitted to writing after initially lying to the FBI agents about who wrote the letter or who delivered it to the students.

two separate occasions in the last five months, Hassan's family reported her as missing to law enforcement, according to a memorandum in support of her detention filed Friday evening by federal prosecutors.

On Sept. 19, Hassan attempted to travel to Afghanistan to join al-Qaida. A day later, her family reported her missing. Hassan got as far as Dubai, "but for a lack of visa, she may well be in the ranks of (al-Qaida) at this moment," according to a court document.

On Dec. 29, Hassan again tried to leave the United States for Ethiopia with her mother. But authorities stopped Hassan from boarding and her mother chose not to travel on.

Nearly three weeks later, she was found hiding in a dorm lounge at St. Catherine after she allegedly set the fires at buildings at the university on Jan. 17.

But it wasn't until Feb. 7 that federal prosecutors charged her with attempting to provide support to al-Qaida, arson and making a false statement to the FBI.

 Hassan has "made great efforts to hide her tracks from the law enforcement" when she was planning her travel to Afghanistan, where she hoped she would join al-Qaida.

She left her cell phone behind and booked a flight from Minneapolis to Dubai because she did not want to alert law enforcement if she purchased a ticket to Kabul, 

entertained the idea of releasing Hassan to her family under house arrest once he learns more about her family.

He wondered whether "we are continuing her self-radicalization" if Hassan remains in detention. "We are emphasizing it. We are encouraging it," he said.

Winter said Hassan's self-radicalization started by watching YouTube videos of well-known jihadist leaders, like Anwar al-Awlaki, a leading influence on jihadists

But Sicoli said the government failed to mention that Hassan is a devout Muslim who wears the burqa, a veil that covers a woman's entire face with a slit left for the eyes. A man was not supposed to touch her unless he is married to her, he said When the agents attempted to remove the burqa, a scuffle ensued because Hassan refused to let agents remove her burqa.

mother and sister kept shaking their heads in disbelief when Winter said Hassan told agents that she will "kill innocent Americans" since American forces are "killing innocent Muslims" in Muslim countries.

A marshal told Hassan's family to stop shaking their heads.

She allegedly told police that “You guys are lucky that I don’t know how to build a bomb because I would have done that.” The Star Tribune reported that “Court records show no history for Hassan. She was a St. Paul Public Schools student, first enrolling in the district in 2010 at Highland Park Junior High. She graduated from Johnson Senior High in 2016, according to the school district.” The story does not appear on the homepage of the Star Tribune despite it being listed as the second most shared story. It does appear on the homepage of the Pioneer Press. Minnesota Public Radio (“MPR”) carried a brief Associated Press story of the crime but the story does not appear on its homepage. Robert Spencer of Jihad Watch, however, is the one who asks the questions that mainstream local media seem intent to avoid: “Where did Tnuza Hassan learn Islam? common trait that links local media coverage of this crime is that no outlet used the word terrorism.
